and hogan said the program seeks to address the fact that of all doctoral de grees awarded in the physical sciences mathematics and computer engineer ing sciences only 1.7 percent go to blacks dr william e hogan vice presi dent of medtronic inc and chairman of the historically black research uni versity foundation of washington dc announced a&t as one of the winners of nationally competitive awards and stated our goal is to provide a mini mum of 10 millions over five years grams north carolina a&t state univer sity's designation by the historically black research university founda tion for science and technology as a research university will result in much enhanced funding for its science engi neering technology and business pro the university also leads the na tion in the granting of master's degrees in engineering a&t's school fofbusi experience a&t in 1988-89 graduated more black engineers than any college or university in the nation foundation officials say the pro the other black universities desig nated as research centers included clark atlanta university florida a&m university hampton univer sity howard university and the meharry medical school a major contribution to the nation's critical need of graduating more blacks in the sciences engineering technolo gies and business both at the under graduate and the ph.d levels the idea " said fort is to have a&t and the other universities make fort said the foundation will pro vide funding for a&t professors and students to engage in collaborative research with the other black research universitites and with major federal organizations and universities this type of activity is an impor tant and welcome intervention by the private sector into the sponsorship of advanced and fully competitive edu cation not just for the afro-ameri cans targeted but an important har binger for american higher education generally recruitment aimed at whites aggies strive for ph.d program by bj evans sports editor by letitia wiggins chief reporter chancellor edward fort the ph.d programs would be m electrical and mechanical engineering and could be offered as early as 1993 iwiuiiimirii — the prospect of north carolina a&t state university being granted new doctoral and master's degree pro grams may soon become realities according to a report prepared by a consulting group to university of north carolina system president cd span gler and the board of governors he also noted that the white stu dent enrollment this year is about 12 in any given year you will find that the percentage of white students on our campus will be within a range of 10 percent to 13 percent said hayes hayes continued by saying that a&t's percentage of white students dropped below the acceptable level in school year we've gotten good participation from our minority faculty members and we've done quite well i think in terms of recruiting white students on our campus he said according to hayes faculty mem bers are fully supporting the effort fort added that a&t is proceeding with its plans for the programs and will submit the required formal proposal soon i view the implementation of tech nical ph.d programs at a&t as a wonderful opportunity for highly quali fied minorities and others and a sig nificant opportunity for local and state wide businesses and industry to bene fit from this new source of technical ph.d talent fort says that a&t's ph.d pro grams would be linked not only to the economic development of the triad but to the nation as well these programs would provide qualified scientists needed not only in this region of north carolina but throughout the state there is little doubt that north carolina a&t state university should be allowed to proceed now with plan ning an implementation of the pro posed ph.d degrees in electrical and dr edward hayes vice chancellor for academic affairs says the gen eral administration of north carolina's university system requires a&t to increase its white student enrollment it's part of a desegregation consent decree under which the university is still operating he said hayes said that it is by mandate that the university has to recruit white stu dents just as historically white institu tions have to recruit black students hayes says the general administra tion also requires the university to set aside some minority scholarships spe cifically for the recruitment of white students north carolina a&t state univer sity has become committed to increas ing its white student enrollment by en listing white faculty and staff to volun teer as recruiters pageant queen visits a&t percent the committment of the university is to try to maintain that level of de segration on campus he added hayes said that as overall enroll ment increases white student enroll ment is likely to decrease a large percentage of this year's incoming freshman class is black he said dents hayes said that although a&t has a recruitment team that is multi-racial the general administration mandates that they enlist white faculty and staff to aid in the recruitment of white stu even though we've gotten more students overall in my opinion the percentage of white students will remain constant or probably decrease hayes feels that with the continued support of the faculty and staff a&t will be able to maintain an acceptable percentage of white students as a university practice we do not send white recruiters to white schools and black recruiters to black schools he said our admission's recruitment team consists of blacks whites and hispanics and we send them all however hayes says that the uni versity does not send only white re cruiters to enlist white students report stated mechanical engineering and we rec ommend such authorization the by letitia implem entation of technical ph.d programs at a&t is the right thing to do and that now is the right time to do it said a&t chancellor dr edward b fort if north carolina a&t is granted a doctoral program the university as well as the engineering department would become the first historically black university in the state to have such a diversity of program offerings the new master's programs
